1. Bangalore (hitech, and global recognition for IT and cleanliness)

2. Hyderabad (good Law and order, planned, clean, liberal, modern)

3. Chennai (liberal, good law and order, planned, modern).

4. Thrivantapurm (I cannot gurantee the other conditions but it has India's best law system, low population, good med. specialists, good scenery)

5. Goa (modern but mostly for tourists only)

6. Agra (not clean and good law system or modern but major tourist attraction)

7. Vizag (good beaches and fourth largest port, not modern but peaceful in certain areas)

8. Delhi (Capital but overly populated and overrated)

9. Kolkota (not modern, over populated, with ok law system)

10. Mumbai (very weak law system, rudest city in the world, over populated, overrated, little or no safety, only made it to top 10 because it is Indias Financial Capital).



It would be better to choose Bangalore, Hyderabad or Chennai, especially if you are foreign. IT really developed these cities into clean, law-abiding, modern cities. That too, in these cities almost everyone can speak English for your convience. If you choose a north indian city you will not have many English speakers to rely on.

Not many people know this, but the port city of Visakhapatnam on the east coast is well developed, relatively cleaner and has some amazing scenic views all around. It is very safe, cost of living is cheap. The only negative factor is the humidity in summer.

One of the most well planned cities in India is Chandigarh.



Although there are bigger and better cities around but nothing beats Chandigarh in terms of the parameters you defined.

1. Bangalore but congested & maximum route is one way.

2. Pune , i heard good, a bit polluted

3. Jaipur, good city, clean,

4. Chandigarh , again a good city

5. Hyderabad

6. Delhi, u will find mixed

Law and order is a matter of perception. The nexus between Police, Politician and Criminal is same everywhere. If you not filthy rich, do not have a very beautiful wife,have a simple lifestyle and do not dress provocatively that do not invite unwarranted attention, then you can live safely anywhere in India.

its amazing there's been only vote for Chandigarh,presumably the best city in India,and if somebody's job has been outsourced to India,u sure can find it in C'garh coz there's a state of the art IT Park here,with a Special Economic Zone for software and also a new film city is coming up.

cleanliness modern and planned don't go to gather in India



Modern Mumbai, Delhi, Madras Kolkatta but don't expect cleanliness. But if you lived in states or Canada you won't like it there rather go to Dubai.

But they are very populted areas...



... But... who am I to talk about... India has (+/-) 143.91 people per sq mile and US has 12.73!



However Rhode Island has 133.88 people per sq mile and... the District of Colombia... has ONLY 1,208.13 people per sq mile! :)

if u want cleanist city then its chandigarh,but it has problem with power crisis. electricity is biggest problem in indian citiesexcept mumbai. well u can go for mumbai's western suburbsor south mumbai its clean and no power shortage and water logging.
